2 lbs chicken wings
2 scallions, chopped
2 cloves garlic, bashed
1 inch ginger, sliced
2 tablespoons Chinese brown sugar, cubed
2 tablespoons Chinese ice sugar, cubed
1/2 cup soy sauce
1/4 cup dark soy sauce
2 cups hot water
1 piece dried mandarin peel
